plan 529Construction of 10 Eco San Toilets in Village Dattpur of Shohratgarh Block, District Siddharthnagar.

Summary

The Progarmme aims to construct 10 Eco San Toilets in Village Dattpur of Shohratgarh Block Of district Siddharthnagar. Village is also known as Madarahna.

Background

People living in Dattpur village are dependent on agriculture and poor .Total Population of village is 400 & number of household is 42. 328 belong to backward class and 72 to Schedule Caste. There are only 2 toilets in whole village. One is government made & another private. Thus 95 % household defecates openly in village. Open defecation in rural area of Block Shohratgarh is big concern. It leads to soil contamination, surface and groundwater pollution as well as invitation to disease like typhoid, cholera, diarrhea JE/AES (Japanese /Acute Encephalitis Syndrome). Japanese encephalitis is a viral disease that infects animals and humans. It is transmitted by mosquitoes and cause inflammation of the membranes around the brain of affected human being. Mostly children are affected by this disease. Human excrement that villager leave each day in fields of paddy, potatoes Etc. & on banks of water sources which are used for drinking. In This way Infections are related to excreta in two ways: the pathogens leave the original host’s body through excreta, or one of the vectors of the disease benefits from the lack of adequate sanitary structures or from accessible excreta. Several disease-groups leave the body through excreta. Though, there is vaccine to prevent the disease. But, After Survey in village, It was found that crisis for girls are especially acute: Many drops out of school, once they reach puberty because of inadequate lavatories in schools. On other hand, people having toilets are not aware about basic such as relation of groundwater & discharges from a toilet.
Most of people are dependent on agriculture & as per requirement they also develop kitchen garden. Development of Eco San Toilet will provide them toilet facilities & fertilizers both. So, It is inevitable that model eco san toilets to be develop in Dattpur village. This action is not only a step towards prevention of open defecation but also sensitize people about benefit of toilets to community. The Programme does not focus on achieving only targets But on transforming behaviour of people. Health and hygiene promotion to mothers is key to improve the children’s behaviour and reduce the risks of open defecation by children. The focus is to replicate or multiplying the number of eco san toilets in future too rather than socio-engineering of the concept in the lives of the rural people. Construction of toilets is just one part of programme; the Inevitable step is to make people use them.

Focus

Primary Focus: Sanitation - Households
Secondary Focus: Sanitation - Community

People Getting Safe Drinking Water: 0

School Children Getting Water: 0

People Getting Sanitation: 100

Average number of members in family is 9. Done survey & Meeting in the village.

People Getting Other Benefits: 7

At least 4 new Masons will get trained about ECOSAN Toilets. While 3new staff of SES capacity will build. So, they can easily replicate it in future.

Start Date: 2013-11-01

Completion Date: 2014-03-31

Technology Used:

SES has already constructed 10 ECO SAN Toilets in Agaya Village of Shohratgarh Block. We have documented the construction very well & taken feedback from beneficiary. The video shall be shown to targeted community in community meetings in Dattpur Village. Through meetings, Community will sensitize people on benefit of having eco san toilets in their house. With help of already existed SHG, families will be selected where toilet has to be constructed. The most important thing women are members of these group & they can help in change behavior of whole family regarding sanitation especially usage of toilets.

The programme shall use ceramic eco san pan.

Phases:

It’ll complete in one phase. Funding will be in one part i.e. eco san toilets

Community Organization:

The project is to be implemented involving the Self Help Group in the village. It will be implemented with active participation of members. They will plan, execute and monitor the programme.

Government Interaction:

Central Government has started Nirmal Bharat Abhiyan (NBA).Nirmal Bharat Abhiyan (NBA) is programme to ensure sanitation facilities in rural areas with broader goal to eradicate the practice of open defecation. It gives nominal subsidy in the form of incentive is given to rural poor households for construction of toilets. It gives strong emphasis on Information, Education and Communication (IEC), Capacity Building and Hygiene Education for effective behaviour change with involvement of PRIs, CBOs, and NGOs etc. Individual household latrines (IHHL) is one intervention areas of NBA are other than School Sanitation and Hygiene Education (SSHE), Community Sanitary Complex, Anganwadi toilets supported by Rural Sanitary Marts (RSMs) and Production Centers (PCs). The main goal of the GOI is to eradicate the practice of open defecation by 2017.

Considering NBA & conditions of sanitation in these villages, SES has conceptualized idea of ECO SAN Toilets. Organization will like to bring some subsidy from relevant government department.SES shall also organized meeting with government officials after construction of toilets.

Ancillary activities:

At least 3 new members of SES & 4 masons will be trained on construction of ECO SAN Toilet. SES is building capacity of its staff because it would like to replicate aforesaid model in other places at large. 4 Masons will be trained to understand the process & guide other when it’ll be replicated in neighbouring villages.

Other Issues:

One of reason people is not using government made toilets because most of them are not constructed fully. Toilets are made in low budget which no wants to use.
Government funds were given to the people without any discussion or meeting. People were not aware about the end product, they got money they build a small structure in their houses. It was also found that some people use constructed toilet as store room. We need to change behavior & attitude of beneficiary other than construction of infrastructure

Maintenance Revenue:

Eco san toilet will be maintained by beneficiaries in village.

For sustainability of 10 eco san toilets, we will monitor all toilets regularly after construction. Monitoring will be done by next financial year end(March 2)015. It will also try to know number of family members using constructed toilets. If some of them are not using, what is the reason?? Monitoring will also look over major factor such as social acceptance & reactions by others, viewpoint of beneficiary & others after members, cleanliness of pan as well as toilets, way of management & usage of feaces & urine.adopted hygine practices adopted etc.
In villages, SHG members will also be linked to bank, so other can also construct eco san toilets. They will aware & their capacity is build.

Maintenance Cost: $200

Metrics:

Orientation of Staff
Public Awareness in Village
Community Meeting in Village
Training of Masons & Staff
Identification of beneficiaries
Planning of each toilets
Delivery of EcoSan Pan
Construction of Each Toilet
Post Construction Visit

    Hi Sandeep,

Thanks for sharing your interesting proposal. Most of my concerns echo the comments made by the other reviewers…
I agree that it would be beneficial to learn more up-to-date results from your past sanitation project. I like how your proposal articulates the need for hygiene promotion (especially for mothers). I would like to learn more about your hygiene promotion workshops. How many workshops will you offer in the community? What topics will you cover? Do you train local people to lead the project activities? Do you have workshops that target children?
Also, are the masons that you will train from the local village?
You mention that other efforts from the local government yielded very poor results and that most families use the latrine for storage. What will your project do to convince families to utilize the latrines?
Thanks again and I look forward to your response!

      Dear Katie,

Here are answer to your question. Hope, it'll satisfy you:

There will be no special workshop among especially women, children. Timeline will develop with participation of staff, community & availability of community member(as large number of members are engaged in agricultural activities). All sensitization will be done through community meeting.
We will target the motives people naturally have for changing hygiene behaviour. There are different stakeholders (women, men, children elderly, youth, farmers etc.) in village. For each of them, there are different drivers that will motivate them to move from knowledge to actual practice. , the status that having a toilet gives may motivate men, while the safety and privacy it gives may motivate women
For Example: Government of India has executing Nirmal Bharat Abhiyaan(Total Sanitation Campaign) with Indian film actress Vidya Balan. They have developed various video. There are one video which talks about harm of open defecation. In another video, it was shown a girl left her in laws house because there was no toilet in home. She will only return to house when there is toilet in house. This can be shown to community especially women. There are several videos which we will show them which can help them to protect their health, privacy & dignity etc. Similarly. Apart from this we will cover issue of hand washing which can motivate children. Most of time mothers come with children in meeting. We will motivate them through chart depiction in class mode, video showing & exposure to already constructed toilets in Agaya village. Where they can interact with those beneficiaries directly & understand benefit of sanitation & hygiene. We’ll l also choose 2 leaders in beginning meeting who works as catalyst before construction & monitors after construction. Those two will be beneficiary themselves. Yes we’ll train available mason from local village. Our convincing method is meeting, sensitization, class, video showing & interaction with past beneficiary to understand their & after situation.

Normally people like flush type toilet than the ecosan. When there is a high level of ground water table the eco-san is good.

Do they really like the eco-san toilet than the flush type in your place.

      Dear Rajesh Ji,

Answer for your question is below:

      1. Since we are Non Governmental Organization , so we have limited resources. We can not construct toilets in whole village unless we have funds. Our aim of constructing toilets is to develop another model which can be ecologically sustainable. Selection of Village on basis of poor percentage of toilets & its usage. We are trying to develop model & inspire & sensitize others community members to construct toilets & use it considering health & sanitation factor.
      2. All toilets in agaya is functional till date.
      3. Community is quite enthusiastic . They are ready for construction of toilet .But only 20% are comfortable in construction of ECO San Toilets. As I have mentioned in this proposal, there is need large scale campaign towards behaviour change & adaptation of ECO San Toilets.

It would have been better to see more local support from, for example, the local government. This would allow local institutions to contribute to the continuation of the project once this project is completed. Under the current proposal, I would like to see a model that allows total coverage, instead of 10 families especially when almost the entire village practices open defecation. Last, I think the videos should be coupled with more real-life activities in the training component to have a more profound effect.

The organization is new at execution of projects, but the plan is good and execution last year is well done and documented.

However, follow-up to last year's project is important - what is the path to 100% coverage?

Also, the metrics need to be developed - what are indicators that will be measured regularly and repeated for 3-5 years?
