Initial installation cost? maintenance procedure?

(1) Cost of a pump head in India varies based on the dealers. Here are two websites: , cost at is Rs 5350 + 2.5% for packing and forwarding). Generally the installation cost is high. What was the initial cost of installation? (2) Would like to know the maintenance procedure in detail for example how much will each school child have to pay per year? The same system has failed in many areas due to improper maintenance. One person with technical knowhow should be recruited and be accountable to the school authority which should be accountable to the Implementer.
School Fees?

I was reading along thinking that this looked like a fine project, until I was brought up short by the proposal that school fees be used to pay for future maintenance. How much will this be? Is there any chance that the fee, added to other costs of attending school, will discourage school attendance? In the last National Living Standards Survey in Vietnam, by far the most robust (using regression analysis on survey data) answer to the question of why kids were not in school was correlated to school fees. What other sources of revenue might be available?
